More than 35 years experience in the positions of the direction of government and financial sector institutions and as a private consultant in the areas of strategic planning and project management. Took part in the definition of the New Organization Model of the National Port System and was President of the Board of the 16 Integral Port Administrations (Federal) in Mexico. He acted as Secretary of the Board of Banca Cremi and Banco Internacional and as General Adjunct Director of Administration of those banks. He was a member of the federal house of representatives in the LI Legislature of the National Congress, representing the Second Electoral District of Chiapas.
From 1996 to 2001, he coordinated the Process for the Reform of the National Port System and the invitation of private capital to operate terminals and services.

HUGO CRUZ VALDÉS
Specialist in transport law, with an emphasis in ports and marine transport. His professional experience has been in the public sector and as a legal consultant of port companies. • From 1964 to 1970 he was Chief of the Law Department of the General Direction of Railroads in Operation in the Ministry of Communications and Transportation.
• From 1970 to 1976 was the Private Secretary of the Secretary of the Navy.
• From 1976 to 1988 was the General Director of Legal Matters in the Ministry of Communications and Transportation.
• From 1988 to 1993 was Legal and Corporate Chairperson of the Decentralized Body of Mexican Ports.
• From 1994 to 2003 he was General Director of Ports in the Ministry of Communications and Transportation.
• From 2003 to 2014 was an independent Legal Consultant.
• From 2014 to 2020 was General Director of Legal Analysis of the General Coordination of Ports and Merchant Marine.
• From 2020 to date is an independent Legal Consultant.
• In his professional experience, he has developed projects for laws and regulations, advised in the getting of concessions and contracts of partial cession of rights, promoted administrative resources and requests for defense, when needed.
• He has given lectures on subjects within his specialty and has represented Mexico in international meetings regarding ports.

Construction of the infrastructure for the terminal of regasification of the CFE, in the Cuyutlán lagoon, Manzanillo, Colima. General Coordination of Ports and Merchant Marine, SCT from 2008-2012. Construction of the breakwaters east and west, dredging of the navigation channel with a width of 250 m and turning basin with a depth of 15.0 m, with a volume of 17.2 million cubic meters, protection of the slopes of the channel with an extension of 2.5 km. Federal investment of approximately 4300 million pesos.
Extension of the Progreso, Yucatán port. General Coordination of Ports and Merchant Marine for the period 1996 to 2000. It involved doubling to 4 lanes the viaduct in 4.0 km, extending the breakwater, terrain won from the sea in 40 hectares with material from the dredging, construction of the piers for containers, ferry and cruise ships, dredging of the navigation channel in an extension of 8.0 km with 150 m wide and a turning basin of 11.0 m in depth; dredging 4.5 million cubic meters. Federal investment of approximately 2000 million pesos.
Planning and sizing of the petrochemical port in Dos Bocas, Tabasco, for PEMEX 1979-1984. Position: Coordinator of the Port Marine Area, Proyectos Marinos S.C. Planning, sizing, projecting, and constructing a port with petrochemical oil vocation, to attend to the demand of hydrocarbon and petrochemical exports, by virtue of the oil reserves in the marine platform of the Gulf of Mexico, in the 70s. The project was undertaken to allow access to oil vessels with a capacity of 250 000 TPM and petrochemicals of 65 000 cubic meters, with a draft of 18.0 m to 22.0 m. The planning resulted in two breakwaters, the eastern with 3170 meters in length, and a second western breakwater with 1212 m. Sizing and projecting the navigation and maneuver areas, resulting in a navigation channel of 25.0 meters in depth and a turning basin of 700 in diameter.
